The summary in English: The article is devoted to the social policy phenomenon and reveals the specific features of such components as subject, object, levels and sublevels of social policy. It also describes the interconnection of the given phenomenon with the economic, political and cultural spheres of the social life. The article reveals the authors view of the social policy essence and direction.
