В связи с этим демократическое государство основано, прежде всего, на способности населения осознать и принять статус обладателя права на самоуправление.

The summary in English: local self-government is always an indicator of the level of development of society and the state, on the other hand, the strength, influence and effectiveness of local self-government is a kind of barometer of the democracy of a particular state.
